“Strobing,” a makeup technique that strategically highlights skin with the artful placement of shimmery creams, has been the trend on runways and red carpets for the past few seasons. This summer, says Brie Leach, a makeup artist for “The Real Housewives of Orange County,” strobing is migrating from cheeks to eyelids. Like the seductive rogues on “The Bachelor,” sunscreens often promise more than they can deliver. In a recent Consumer Reports study, 43 percent of the products tested fell short of the SPF claim on their labels.
